As Director of Site and Marketing Services, Howard offers strategic thinking and perspective for clients to navigate
ever-changing market trends and community needs. She has expertise in finding creative solutions for communities and clients to maximize the economic utility of their partnerships, and she excels at communicating these mutual benefits with a wide variety of audiences.

Howard has extensive experience in community engagement and outreach and has worked in dozens of communities across the country, most recently in Kitsap County, Washington. There, Howard was responsible for qualitatively measuring density and economic growth against the County’s planned objectives and state mandates. She managed community relationships with a wide variety of partners, including the U.S. Navy, American Indian Nations, and partner jurisdictions while navigating strict state mandates surrounding development, density patterns, economic sustainability, and environmental conservation.

Prior to her work in local government, Howard spent several years in the private sector as a commercial real estate property manager in Seattle, Washington. She served high-profile clients such as Amazon, Seattle Children’s Hospital System, WeWork, Intel, and K&L Gates by fostering excellent relationships with building owners and tenants. She also enjoyed challenging herself to better understand the needs of property owners as she managed permitting, construction projects, contracts, and a $2M operating budget.

Howard brings further perspective to the team via her extensive experience working with small and medium-sized communities to balance economic growth with community interests. As a consultant with Arnett Muldrow & Associates, Howard was trained to lead charrettes, roundtables, and a wide range of other engagement strategies to build community brands, create economic development strategies, and make recommendations on public and private alliances to achieve common objectives in communities.

Howard has a Master of City and Regional Planning from Clemson University as well as a Bachelor of Science in Economics, also from Clemson University. She is a graduate of the National Association of Counties Leadership Academy, and she enjoys processing data into meaningful community resources through a variety of different technologies.
